Welcome to Jennifer Warner's professional and academic portfolio.

Ms. Warner has an extensive background in environmental science and policy, urban planning, real estate development and analytics, green building and energy efficiency, developed over the course of her 15+ year career. Most of her time has been spent in the public sector, working for the Orange County Environmental Protection Agency the Boston Redevelopment Authority, and the City of Los Altos, as well as a consultant for cities throughout the country. Additionally, she spent over six years as an instructor for Kaplan Test Prep and Admissions, as well as servicing students through her own private tutoring firm that she owned and managed
. Ms. Warner holds a B.S. in Environmental Science and Policy from the University of South Florida and a M.A. in Urban Planning and Environmental Policy from Tufts University.

Brief Career Overview

Ms. Warner is an economist and the Director of Economic Development for Florida Realtors®, the state’s largest trade association with nearly 238,000 members.  In this role she oversees numerous economic and statistical research projects, as well as providing members with key information on pertinent economic development topics such as opportunity zones and land use.  

Prior to this role, she served as the Economic Development Manager for the City of Los Altos in Silicon Valley California.  In this multifaceted role, she was responsible for identifying needs and opportunities for enhancing the civic business environment and the profitability of businesses in the City’s seven commercial districts. Her tasks include managing a full range of policy, program and implementation strategies including targeted marketing of Los Altos as a retail and office destination, and address both operational, real estate development, and real estate reuse needs for retail and office, and develops outreach programs, relationships and internal policies to recruit and retain businesses. Additionally, she was the Project Manager for the Downtown Green, a 14,000 SF pop-up park in the Downtown District for eight weeks each summer.

Before joining the City of Los Altos, she worked as an analyst for Willdan Financial Services Group, where she specialized in economic, retail and demographic analysis, real estate market analysis, land use planning, environmental impact studies and analytics. Her most prominent projects include the Crossroads Area Redevelopment Study and Analysis for the City of Omaha, Fort Lauderdale's City-Wide Economic Development Strategic Action Plan, and the Core Area Market Analysis and Feasibility Analysis in Kalispell, Montana. 

Prior to joining Willdan, Ms. Warner worked for CoStar Portfolio Strategy, formerly known as Property and Portfolio Research (PPR), as a Real Estate Economist, specializing in retail analytics. Her work was focused on advising retail clients on acquisition and disposition decisions in several U.S. markets, including Miami, Honolulu, Fort Lauderdale, Palm Beach, Cincinnati, Columbus and Cleveland. She also played a significant role in ensuring the accurate and timely completion of quarterly fundamental and performance forecasts for retail assets in 54 major U.S. markets. Additionally, she created a proxy to assess the performance of retail subtypes (malls, neighborhood centers, community centers, etc.) based on announced store openings and closings in addition to specific retail specific economic drivers. 

On a broader scale, she researched, analyzed, and communicated PPR’s views on commercial and multifamily real estate markets in a specified number of U.S. metropolitan areas, and their submarkets and micromarkets.  She examined how the local and national economies affect them, and their place within their micromarket, metro, region, and nation.  She wrote clear, concise, insightful, and actionable quarterly reports that provided insight into market fundamentals and performance, helping clients make better decisions. Prior to PPR, she worked for the Boston Redevelopment Authority in the Compliance Department, where she designed, implemented and maintained the Developer Compliance Database (DCD). The DCD audited all legal commitments contained in the BRA related agreements and documents and tracked developer and other participants’ compliance with said agreements. It was the first computerized and semi-automated system to track community benefits in the City of Boston and ensured the timely receipt of over $97 million in community benefits from FY2007-2010 through the management of over 300 current and past projects representing 800+ individual monetary and non-monetary community benefits valued at $316 million.
